Carta Aberta aos Três Poderes da República Federativa do Brasil

Nós da coordenação geral da série internacional Antropocênica, motivados pelas apresentações e diálogos no segundo encontro da série, recém concluído em Santarém do Pará, Brasil (Agosto / Setembro 2023), com apoio de integrantes da comissão científica e participantes do evento e demais pessoas que subscrevem esta carta, tornamos pública a nossa posição diante da destruição em marcha sobre o que chamamos de território-síntese do Antropoceno: a Amazônia.

Sabemos pela arqueologia que a história da presença humana na Floresta Amazônica remonta a mais de 12 mil anos. Ao longo desta história, os povos originários desenvolveram uma convivência profundamente harmônica com a floresta e seus seres, essencial ao modo de vida destas sociedades.

No entanto, alastra-se cada vez mais as ações humanas destrutivas, promovidas por invasores: a forma como se relacionam com a floresta, com os seus seres e com as comunidades indígenas e tradicionais é caracterizada pela violência extrema, explícita no cenário atual de degradação do bioma e na arraigada presença de facções criminosas que atuam em várias frentes de exploração econômica neste vasto território.

A gravidade do problema, como a ciência do Sistema Terra há tempos alerta, é de simples entendimento: as atividades predatórias, em vetores múltiplos de atuação na região amazônica – com forte influência do capital em demandas que transcendem as fronteiras – impactam no processo de ruptura deste complexo sistema, levando a uma irreparável destruição da Amazônia, com impactos sentidos à escala planetária.

As consequências diretas dos impactos desta ruptura do bioma que, por sua dimensão, influi diretamente nas dinâmicas da biosfera, são motivadas por interesses econômicos predatórios e extrativistas e serão conjugadas na instalação de um cenário distópico generalizado, com a extinção em massa de espécies e a tragédia de uma civilização que se distanciou da Natureza, ao extrair dela tudo para ser produzido e consumido em um modo de vida urbano.

O desmatamento, os incêndios, a abertura de pastos, as hidrelétricas, os garimpos em atividade clandestina, as monoculturas de plantas exógenas, o envenenamento das águas e das terras, a violência contra os povos originários e tradicionais, além do atual delírio em se promover a exploração petrolífera na foz do Amazonas, são as evidências expostas nesse quadro temerário de um porvir próximo e sombrio.

Exortamos o Brasil que mostre e manifeste a sua capacidade de participar na construção de um Mundo com respeito e responsabilidade perante as gerações vindouras – humanas e não-humanas – e que assuma a sua possibilidade de ser um país capaz de proteger a sua dimensão natural e cultural de forma não predatória; e que os Três Poderes da República Federativa do Brasil atuem em harmonia para reconhecer, assegurar e fortalecer direitos que promovam a nação biodiversa e multiétnica, inclusive os saberes ancestrais que ensinam neste sentido.

Somos solidários às lutas sociais e aos direitos dos povos originários e tradicionais que habitam a Amazônia e todo o território nacional.

Denunciamos os interesses econômicos violadores da Terra, amplamente divulgados, que se manifestam com expressivos impactos na Amazônia e são exercidos e promovidos a partir da difusão das variadas formas de violência, cujo limite ou resultado final é a morte das comunidades humanas e não-humanas em contexto de ampla degradação ambiental, evidente no envenenamento de rios amazônicos por mercúrio, na devastação da flora e fauna por incêndios, entre outras resultantes da exploração econômica predatória.

Frente a este cenário, como cidadãos do Mundo, exortamos o Brasil enquanto Estado signatário dos tratados e convenções em defesa dos direitos humanos e do ambiente, para que responda à altura e à escala da geografia e dos problemas que não cessam de se agravar.

Tendo isto em conta, na urgência de ações efetivas, apelamos especificamente:

1) à imediata demarcação e titulação dos territórios dos povos originários e quilombolas.

2) a que o Brasil incorpore em sua Constituição os Direitos da Natureza, à semelhança do que ocorre com outros países sul-americanos, como o Equador, a Bolívia e o Chile, com a participação dos povos originários e tradicionais, incluindo os saberes ancestrais na educação e tomada de decisões sobre a Natureza.

Open Letter to the Three Branches of the Federative Republic of Brazil

The general coordination of the international Antropocênica series, motivated by the presentations and dialogues at the second meeting of the series, recently concluded in Santarém, Pará, Brazil (August / September 2023), with the support of members of the scientific committee and participants in the event and all other people who sign this letter, make public our position regarding the ongoing destruction of what we call the synthesis territory of the Anthropocene: the Amazonia.

We know from archaeology that the history of human presence in the Amazon rainforest dates back more than 12,000 years. Throughout this history, the indigenous people and the traditional communities have developed a profoundly harmonious coexistence with the forest and its beings, which is essential to their way of life.

However, destructive human actions, promoted by invaders, are spreading more and more: the way these people relate to the forest, its beings and the indigenous and traditional communities is characterized by extreme violence, explicit in the current scenario of degradation of the biome and in the entrenched presence of criminal factions that operate on various fronts of economic exploitation in this vast territory.

The seriousness of the problem, as Earth System science has long warned, is simple to understand: predatory activities in multiple vectors of action in the Amazonia region – with a strong influence of capital in demands that transcend borders – have great impact on the process of rupture of this complex system, leading to an irreparable destruction of the Amazonia, with impacts felt on a planetary scale.

The direct consequences of the impacts of this disruption of the biome, which, due to its size, directly influences the dynamics of the biosphere, are motivated by predatory and extractive economic interests and will make up an integral contribution to the installation of a widespread dystopian scenario, with the mass extinction of species and the tragedy of a civilization that has distanced itself from nature by extracting everything from it to be produced and consumed in an urban way of life.

The evidence of recklessness is clearly exposed in the following: deforestation, fires, the opening up of land for pastures, hydroelectric dams, clandestine mining operations, monocultures of exogenous plants, the poisoning of water and land, violence against native and traditional peoples, as well as the current delirium in promoting oil exploration at the mouth of the Amazon river. It all paints a very stark picture for the near future.

We call on Brazil to show and demonstrate its capacity to participate in the construction of a world with respect and responsibility towards future generations - human and non-human - and to assume the possibility of its being a country with the capacity for protecting its natural and cultural dimension in a non-predatory manner; and that the three branches of the Federative Republic of Brazil act in harmony to recognise, ensure and strengthen rights that promote a biodiverse and multi-ethnic nation, including the ancestral knowledge that has so much to teach us on this subject.

We stand united in the social struggles and rights of the original and traditional peoples who inhabit the Amazonia.

We denounce the economic interests that violate the Earth, which manifest themselves with significant impact on the Amazonia and are exercised and promoted through the spread of various forms of violence, the limit or end results of which is the death of human and non-human communities in a context of widespread environmental degradation, evident in the poisoning of Amazonian rivers by mercury, the devastation of flora and fauna by fires, among other forms of degradation resulting from predatory economic exploitation.

In the face of this scenario, as citizens of the World, we call on Brazil, as a signatory to treaties and conventions in defence of human rights and the environment, to make a concrete response to the scale of the problems that are worsening day by day. 

With all these considerations, and in the urgent need for effective action, we specifically call for:

1) the immediate demarcation and titling of the indigenous lands and the quilombola territories.

2) the inclusion of the full protection of Nature in the Brazilian Constitution, as is the case in other South American countries such as Ecuador, Bolivia and Chile, with the participation of native and traditional peoples, including ancestral knowledge in education and decision-making about Nature.

Offener Brief an die drei Gewalten der Föderativen Republik von Brasilien

Hiermit veröffentlichen wir, die leitende Koordination der internationalen Veranstaltungsreihe “Antropocênica”, mit der Unterstützung der Mitglieder des wissenschaftlichen Komitees und der Teilnehmer, sowie anderer Personen, die diesen Brief unterzeichnen, und angeregt durch die Vorträge und Gespräche des zweiten Treffens, das kürzlich in Santarém / Pará / Brasilien abgeschlossen wurde (August / September 2023), unseren Standpunkt gegenüber der fortschreitenden Zerstörung dessen, was wir als die territoriale Synthese des Anthropozän bezeichnen: das Amazonas-Gebiet.

Die Archäologie hat gezeigt, dass die Geschichte der menschlichen Gegenwart im Amazonas-Regenwald mehr als 12 000 Jahre zurückreicht. Im Verlauf dieser Geschichte haben die ursprünglichen Gemeinschaften und in jüngerer Zeit die traditionellen Gemeinschaften eine zutiefst harmonische Verbindung mit dem Wald und seinen Lebewesen entwickelt, die für ihre Lebensweise wesentlich ist.

Jedoch breiten sich die zerstörerischen menschlichen Handlungen, die von Invasoren vorangetrieben werden, immer weiter aus, und die Art und Weise, wie diese mit dem Wald, dessen Lebewesen und den ursprünglichen und traditionellen Gemeinschaften umgehen, ist von extremer Gewalt geprägt. Dies zeigt sich im aktuellen Szenario der Degradierung des Lebensraums durch die bereits vollständig gefestigte Gegenwart krimineller Banden, die in diesem riesigen Gebiet an den verschiedensten Fronten der wirtschaftlichen Ausbeutung operieren.

Das Ausmaß des Problems, vor dem die Erdsystemwissenschaft seit Langem warnt, ist einfach zu verstehen, denn die Zerstörung des Bioms, das aufgrund seiner Größe die globale Biosphäre direkt beeinflusst, ist auf räuberische und extraktive Wirtschaftsinteressen zurückzuführen und wird in einem allgemeinen dystopischen Szenario mit dem Massensterben von Arten und mit der Tragödie einer Zivilisation assoziiert, die sich von der Natur entfernt hat, indem sie ihr alles entzieht, um es einer städtischen Lebensweise unterzuordnen und zu konsumieren.

Abholzung, Brände, Erschließung von Weideflächen, Errichtung von Staudämmen für Wasserkraftwerke, illegaler Bergbau, Monokulturen exogener Pflanzen, Vergiftung von Wasser und Land, Gewalt gegen einheimische und traditionelle Völker sowie der derzeitige Wahn, die Ölförderung an der Mündung des Amazonas voranzutreiben, sind Ereignisse, die in diesem rücksichtslosen Bild einer nahen und dunklen Zukunft aufgezeigt werden.

Wir fordern Brasilien dazu auf, seine Handlungsmacht zu zeigen und zu bestätigen, um an dem Aufbau einer Welt mitzuwirken, die von Respekt und Verantwortung gegenüber den zukünftigen – menschlichen und nicht-menschlichen – Generationen geprägt ist. Wir fordern Brasilien dazu auf, seine Möglichkeiten wahrzunehmen, um seine natürliche und kulturelle Dimension auf nicht räuberische Weise zu schützen; und wir fordern die drei Gewalten der Föderativen Republik Brasiliens dazu auf, in Harmonie zu handeln, um diejenigen Rechte anzuerkennen, zu gewährleisten und zu stärken, die eine biodiverse und multiethnische Nation fördern, einschließlich des überlieferten Wissens, das uns in dieser Hinsicht belehrt.

Wir solidarisieren uns mit den sozialen Kämpfen und mit den Forderungen nach den Rechten der ursprünglichen und traditionellen Gemeinschaften, die Amazonien und das gesamte Staatsgebiet bewohnen.

Wir verurteilen die wirtschaftlichen Interessen, die die Integrität der Erde verletzen, die sich mit erheblichen Auswirkungen im Amazonasgebiet niederschlagen und unter Anwendung verschiedenster Formen von Gewalt ausgeübt und fortgesetzt werden und deren Grenze und Endergebnis der Tod menschlicher und nicht-menschlicher Gemeinschaften in einem Kontext weit verbreiteter Umweltzerstörung ist.

Angesichts dieses Szenarios appellieren wir, als Weltbürger, dass Brasilien, als Unterzeichner von Verträgen und Konventionen zum Schutz der Menschenrechte und der Umwelt, auf das Ausmaß und die Geografie der unablässig auftretenden Probleme reagiert.

In diesem Sinne und angesichts des dringenden Bedarfs an wirksamen Maßnahmen fordern wir insbesondere:

1) die unverzügliche Demarkierung und Titulierung der Gebiete der indigenen Völker und Quilombolas.

2) die Aufnahme der Rechte der Natur in die brasilianische Verfassung, so wie es in anderen südamerikanischen Ländern wie Ecuador, Bolivien und Chile bereits geschieht, unter umfassender Beteiligung der indigenen und traditionellen Gemeinschaften, einschließlich des Vorrechts über die Gestaltung und Pflege der Natur und des Wissens der Vorfahren in der Naturerziehung.
